Wayrest
One feels that one is in a modern city when one visits Wayrest, but there is a magic in the air that could only come from centuries of civilization. — Sathryr Longleat, Wayrest, Jewel of the Bay
Wayrest is a major city in the center of the Stormhaven region of High Rock, at the mouth of the Bjoulsae River. It serves as the capital of a kingdom that forms one of High Rock's provinces.
Wayrest Faction
The Wayrest faction consists of the Mayor of Wayrest, the court mage, and the Mayor's guard, which act as personal bodyguards and watchmen alongside the Imperial Legion.
Mayor - The leader of Wayrest and the individual who determines the laws and regulations of the city and its surrounding territories. Other villages that seek to be recognized as official cities or towns themselves require the approval of the Lord or Lady of Wayrest.

Court Mage - This individual works alongside the Mages Guild and assists the Mayor in magical affairs and laws. They ensure practices like Necromancy, errant Daedra or other dark arts do not corrupt or seep into Wayrest.

Lawkeeper - This individual casts judgement upon those who have broken the laws of Wayrest and its holdings.
Guard Captain - The Guard Captain commands the city guard of Wayrest, and reports directly to the King, or the steward when the King is not present.
Guard - The local guard force that protects the city against crime.
Current State of Wayrest
After the White-Gold Concordat, the king had since moved North to Daggerfall for political reasons. In his stead the Mayor of Wayrest has taken control of the affairs of the realm until his inevitable return.
The land is unstable, with war just over the border in Hammerfell, a new Legion garrison, and the newly arrived Thalmor enforcing the new laws of the Treaty upon the people.
