Imperial Law:
Imperial Law is the Law of the Empire, followed and enforced in each of the provinces.
It has value as a supreme law, and in case of conflict, is the one to refer to.
Imperial Law is to be enforced by the Legion and Landed Nobility. Criminals apprehended by other entities must be brought to the proper authorities so that they may be judged and sentenced appropriately.
“All are guilty until they have proven themselves innocent.’’

Breaking and Entering:
Act or attempt of lockpicking, magically transporting, or breaking a way in through locked doors, walls, or windows.

Assault:
Threat or Attempt, physical or verbal, to do physical, emotional, mental, magical harm or injury onto another, be it a person, group.
While obviously simply calling someone a bad name does not cross these lines, discretion is given to the legion or enforcer of the law in a province to make a decision when minor insults have become a form of assault.

Murder:
Accidental or intentional or criminal intent resulting in the death of a person, group. Intentional cases may be punished by loss of limb or execution.

Smuggling:
The act of carrying, delivering or selling illegal substances, such as skooma and other associated drugs or other illegal objects. Aggravated cases may result in banishment or execution, to the discretion of the Legion or Guard.

High Treason:
Any act, directly or indirectly, resulting or could result in the physical, emotional, mental, or magical harm or injury to a sovereign or liege (Emperor, or higher-ranking nobles) or rebellion against the Empire and its provinces. This includes piracy and sedition. The punishment for this crime may range from a fine or prison sentence to execution, depending on the severity.

Larceny:
Any act of stealing, taking, or, without explicit written or verbal permission an item or items from a person, group, from a place of residence, business, person, or other location a reasonable person would assume is secured from looting.

Horse Theft:
Stealing a horse or any other mount.

Shapeshifting:
Revealed to be a Vampire or Werewolf, either by turning, or reverting back to normal form. Killing the vampire or werewolf at the moment is not a crime. If they survive or escape, they shall be hunted by the authorities in order to prevent the spreading of their curse.

Conspiracy to hide a curse:
Hiding the identity of a vampire or werewolf will lead directly to harm to citizens of the Empire, and therefore is punishable as Assault or in some cases, Murder.

Slavery:
Slavery is banned in the Empire. Any slave on Imperial Land is to be immediately freed. Slavers are to be considered committing Assault.

Jailbreak:
The act of escaping prison before the time is due by whatever means possible.

Levitation:
Levitation magic is made illegal through the Levitation Act of 3E 421.

Sexual Crimes:
Light sexual crimes shall be judged the same as Assault.
Aggravated cases such as rape are worthy of a summary execution. Killing a rapist is not to be considered murder.

Free Daedra:
Any daedric entity that is not bound by a mage is considered an enemy of all good people on Nirn. They have no rights and should be destroyed when found; The Empire grants free daedra no rights and considers them inherent enemies of the Empire, to be captured or killed.

Trespassing:
Act of being found present in restricted areas. Be it restricted public facilities or private property. A restricted area is any area that the owner or controller of a property piece defines as private.

Murder:
Accidental or intentional or criminal intent resulting in the death of a person, group. Intentional cases may be punished by loss of limb or execution.

Criminal Conspiracy:
Associating, helping, planning, or assisting with a crime with someone. Or sheltering a criminal from justice.
Any concerned party will be fined the same value of said crime as if it was executed.

Vagrancy:
Any act of idleness, disorder, begging, or conduct unbecoming a person with occupation, gold, or a home or what a reasonable person would consider idle, disorderly, beggarly, or unbecoming of a person, or any act disturbing the peace, or any act resulting in failure to cooperate with the authorities, legion or guard.

Pickpocketing:
Any act of stealing, taking, or, without explicit written or verbal permission an item or items on a person, group.

Any act of stealing, taking, or, without explicit written or verbal permission an item or items from a person, group, from a place of residence, business, person, or other location a reasonable person would assume is secured from looting.

Necrophilia, Cannibalism, Desecration of the Dead:
Act of engaging in sexual relations with the dead, or undead, consuming the bodies of the dead, or desecrating the corpses of the dead in any unprescribed manner; Exceptions to this remain only for Bosmer fanatics of the green pact, and is only justified in case no next of kin claims the body of the deceased.

Necromancy:
Necromancy is banned, to the exception of Dunmer ancestral practices.Grave robbing or grave desecration is to be considered Necromancy as well as Larceny.

Slavery:
Slavery is banned in the Empire. Any slave on Imperial Land is to be immediately freed. Slavers are to be considered committing Assault.

Self Defense:
Killing or any damage done in self-defense is not a crime. This includes defending oneself or someone else from harm, but also their properties, war, affairs of honor, and sanctioned affairs of state. Note that killing a fleeing or surrendering or defeated foe is Murder. Taking items from a surrendering or defeated foe is still considered Thievery. Any criminal captured alive should be either handed to the legion or guard or respectfully detained, lest the captor is accused of Assault in cases of mistreatment.

Faith:
The Empire endorses and supports the Imperial Cult and the 8 Divines.
In respect to the various cultural practices of the citizens of the Empire, the Empire supports religious tolerance. Daedric cultists are not to be harmed for their faith. But their faith does not excuse them from not respecting the Law. Any rites or actions they perform in the name of the cult that violates any other law shall not be considered to be protected.

Legion:
If a member of the legion is found to have committed any of the crimes, they shall be judged by their superior only. If none are present, then the situation shall be delivered by letter to the legate, general, or the Emperor.
Justice:
Anyone caught committing one of the following crimes will be fined. The criminal has the choice to pay their fine immediately, or choose, if they can’t pay, to go to prison.
Shall a criminal be let go for whatever reason with an unpaid fine, or escape arrest, then this fine shall be reported and converted to a bounty.
If a criminal commits multiple crimes in one act or over time, the fines stack for each of them.
If a criminal is sent to prison, all of their items will be taken away for the duration of the sentence and they will be subject to an investigation regarding their identity, residence, and archived.
